Dr. John Sullivan

President

Virginia - Served since 2011

John is the founder of the FCT Foundation. He formed the Foundation to provide a not-for-profit platform for the FCT Model. His goal is to eliminate the need for out of home placements for children while strengthening families of all types. The Foundation’s goal is to make FCT services available on a wide scale by offering a most cost effective and progressive evidence based model.

John guided a team of dedicated and gifted therapists over a 20 year period while working as the co-founder of the Institute for Family Centered Services (1988 to 2013). The result was the development of a unique practice based model that became Family Centered Treatment. His past “front line” experiences were the foundation to this model. Prior to co-founding the Institute he served as a nursing assistant, live in house parent, peer group therapist, residential treatment program director and  national consultant. In all positions he always paid constant attention to the point of service delivery. While accepted theories and research support the FCT model, John acknowledges families, practitioners and stakeholders as the ones responsible for the model’s relevance , applicability and evolution.


William Painter Jr.

William E. Painter Jr., MS has become known throughout his 30 year career as a national pioneer in the field of family preservation. He has facilitated over 300 training workshops for public and private agencies on topics including; parenting the sexually traumatized child, reunification with parents after the termination of parental rights, attachment issues, and performance based mentality / anonymous personality. He has guided the development of the practitioner developed Family Centered Treatment® model and the corresponding training curricula; “Wheels of Change©”. Currently, he serves as the Senior Director of Organizational Development for the Institute for Family Centered Services (IFCS) / National Mentor Network, where he is providing leadership for the national recognition and expansion of Family Centered Treatment.


Jody Lagioia

Secretary

Chair of the Fundraising Committee

Virginia - Served since 2011

Jody Lagioia joined the board in 2011.  She brings a range of ideas and perspective from her work as a volunteer with cultural and educational organizations in the U.S. and Europe.  Ms. Lagioia worked for 15 years with the US Department of Agriculture, focusing on IT Systems Security and project management. During her tenure with the Department of Agriculture, Ms. Lagioia served as the liaison between her Agency and the Department, managing inter-departmental negotiations on IT contracting.   She was part of a large nation-wide office computer system installation and specialized in end-user training and development of software user manuals.  During her time living in Europe and since her return to the US she has focused on communications and marketing activities for non-profit organizations.

Jeremy Attermann, LGSW

Washington, DC - Served since 2020

Jeremy  has a passion for developing services and systems that address the behavioral health and health-related social needs of individuals and communities nationwide. As the Manager of Business Development and Strategy at the National Council for Behavioral Health, a national organization that represents mental health and addiction treatment providers from across the country, Jeremy develops business, strategy and partnership opportunities that create greater access to behavioral health care for millions of Americans. 

In previous roles with the National Council, he was responsible for delivering technical assistance and training to behavioral health stakeholders in domains of addiction treatment and recovery services, integrated care, and systems redesign. He previously served as a Bohnett Fellow in the Office of Los Angeles Mayor Eric Garcetti, helping to design city-wide initiatives to address homelessness among the city's veteran population. During his time in Los Angeles, he also provided direct clinical services to children, adolescents and their family across South Los Angeles.

Darlene Dockins

Maryland - Served since 2020

Darlene comes to FCTF with over 30 years of experience in the healthcare industry, including almost 15 years as an executive leader implementing strategic business operations. Darlene has progressed her career from being an individual contributor conducting community-based and in-home work with children & families to her current role as the Executive Director of multiple health care organizations throughout the state of Maryland. During this journey, Darlene has achieved many successes. Darlene initiated new services that have established a continuum of care. For example, recognizing a need to care for children who were about to age out of the foster care system. From there, Darlene created out-patient services to help transition the youth to independence, while then implementing the plans required to guarantee a consistent fidelity to an evidence-based protocol. While all of these are worthy accomplishments, the thing that Darlene carries the most pride in is the supportive culture that she helped to create. A culture built with transparent communications and on individual accountability towards delivering quality services – that is working to care for children, families, and those least able to care for themselves.

Sean Reiche is a seasoned technology leader with over 20 years of experience in the field of software engineering, project management, and team leadership. He brings a proven track record of delivering value through technology. 

He has worked with several high-profile companies in the tech industry in consulting and leadership roles.  From digital transformations to installing innovation cultures, Sean has leveraged his experience in a variety of domains both for-profit and not-for-profit.   

Sean Reiche holds a bachelor's degree in Business Administration from Indiana University and is certified in various public cloud technologies and agile methodologies. 

In his free time, Sean enjoys racing, sports, and a good meal with his wife and friends. 


Cortney Jones

Texas - Served since 2023

Cortney Jones is the Founder and Executive Director of Change 1. Cortney’s life mission is to help others find their true potential, while inspiring children, youth, and families to never let their past situations determine their future. She works diligently to elevate the voices of those with lived experience in the Texas foster care system.

She has a Bachelor’s degree in Social Work from the University of Texas A&M-Commerce and Master’s degree in Social Work emphasizing on Administrative Leadership from Texas State University-San Marcos. Cortney has advocated for youth and young adults that have been impacted by the foster care system, and she is also a former foster youth. She is a tireless advocate for change within the system and change within the youth themselves. Cortney has worked in policy development, advocacy, public education, housing, and individual case management for more than 18 years.

Cortney was appointed the Governor to serve on the Family and Protective Services Council for terms set to expire 2025.

Cortney’s personal mission in life is to Never Give Up and to Engage in every opportunity that presents itself, Encourage others to be their best selves, and to Empower people to accomplish their life goals.


Victor Sims

Maryland - Served since 2023

Victor Sims is a Senior Associate at the Annie E. Casey Foundation which is devoted to making sure that all children and youth in the United States have a bright future.

Sims grew up in Florida’s foster care system without the stability of a permanent home and supportive family for 11 years prior to being adopted. From his work helping to improve children’s experiences when they are removed from their parents to his TEDx Talk on the importance of social capital for youth in care, Mr. Sims is focused on bringing about positive changes to the foster care system.

Mr. Sims travels throughout Florida and the country speaking to legislators about creating reform for youth in care. He has advocated for a bill of rights for children in foster care as well as efforts to ensure that every child has a plan for permanency. In addition to serving on the National Foster Youth and Alumni Policy Council, he has met with legislators in support of the Family First Prevention Services Act. In 2019, he was recognized by the American Bar Association as a Reunification Hero. Victor shares his experiences to ensure that children have a chance for reunification and beyond. He was recognized as a 2020 Casey Excellence for Children Award as an Alumni in care. This year Victor was recognized from the Treehouse Foundation as part of their Re-Envisioning Foster Care in America Champion.


Kenny Kong

Maryland - Served since 2023

Kenny Kong is passionate about serving children and keeping families together. Having faced adversity and challenging times due to the dissolution of his own family, FCTF’s mission is one that resonates with him deeply. From serving at local children’s shelters, to mentoring today’s youth, Kenny draws from his own experience to inspire children to be their best while navigating times of crisis. His goal is to promote the FCT model’s adoption nationally to preserve the fidelity of family and allow children to thrive.

Professionally, Kenny is an industry thought leader in the clinical implementation of information technology and serves as Vice President of Strategy at Veeva Systems. Kenny has launched systems that facilitate remote data capture, collaboration, change management, and regulatory compliance for the world’s top pharmaceutical companies. He co-founded a federal program to enable Health IT in medically underserved areas and has designed systems to enable Electronic Prescribing of Controlled Substances (EPCS) to fight the opioid epidemic.

Kenny currently resides in Potomac, MD with his wife and 2 sons. In his free time, enjoys spending time with his family, golfing, motorsports and serving the local community.

Tim Wood, LPC

Executive Director

North Carolina - Served since 2010

Tim joined FCTF in 2010, bringing 12 years of experience as a provider, trainer and supervisor of mental health, developmental disability and traumatic brain injury services. Tim received his graduate degree in Rehabilitation Studies from East Carolina University. As a Licensed Professional Counselor and Certified Rehabilitation Counselor, Tim has helped develop and implement training curricula for family preservation practice, system of care coordination, utilization review and staff competency and development.

Currently, Tim serves as the Executive Director of the multi-state non-profit organization Family Centered Treatment Foundation, which owns the evidenced based family preservation treatment model, Family Centered Treatment® (FCT), and the related training program, Wheels of Change©. Prior to joining FCTF, Tim worked in utilization review for Value Options Inc., and as a director at the Institute for Family Centered Services. Tim has served as a practitioner, trainer, supervisor, and has assisted with the ongoing development and oversight of the FCT model.
